  The purpose of this supporting policy is to solve the problem of high cost of energy storage charging and discharging, insufficient incentive for operating entities, further accelerate the development of Xinjiang's energy storage industry and enhance the regulation capacity of the power system.

  The supporting policies introduced include a synergy mechanism, four incentive policies and three supporting measures. The establishment of independent energy storage capacity tariff compensation is one of the four incentive policies.

  A synergistic mechanism, that is, to optimize the coordination mechanism of energy storage and new energy, to encourage the development of new types of energy storage in a variety of technical ways, to regularly measure the scale of demand for energy storage construction in sub-regions, to reasonably determine the regional layout of energy storage and the timing of commissioning, and to develop annual construction plans for new types of energy storage.

  Four incentive policies include: improve the new energy storage market price mechanism, encourage energy storage to participate in the power market in an independent capacity in medium and long-term transactions or spot trading, independent energy storage when discharged as the main body of the power generation market to participate in medium and long-term transactions, charging as if the power users to implement peak and valley tariff policy, charging power does not bear transmission and distribution prices and government funds and surcharges.

  Accelerate the participation of independent energy storage in the peaking auxiliary service market, at this stage, implement special call support policy, for charging according to the instructions of the power dispatching agency, according to the charging power to be compensated by 0.55 yuan/kWh, when discharging according to 0.25 yuan/kWh compensation, no longer enjoy capacity tariff compensation at the same time when getting discharging compensation; after the Xinjiang power auxiliary service market operation rules are perfected, independent energy storage according to After the rules for the operation of the Xinjiang electricity auxiliary service market are improved, independent energy storage will participate in the auxiliary service market transactions according to the relevant rules.

  Establish a shared energy storage capacity leasing mechanism, encourage new energy enterprises to realize the allocation of energy storage needs in the form of joint construction and leasing, and support shared energy storage projects to recover construction costs through shared services such as selling and leasing.

  Three supporting measures include increasing the implementation of time-sharing tariffs, studying further optimisation of the existing time-sharing tariff policy, increasing the peak-to-valley floating ratio, widening the peak-to-valley price differential, extending the length of the midday valley period and introducing a deep valley tariff policy; improving the flexible dispatching management mechanism for energy storage; improving the efficiency of independent energy storage facilities, urging energy storage project units to upload operational information and accept dispatching instructions in a standardised manner, and conducting dispatching tests on independent energy storage projects from time to time. The Commission will conduct scheduling tests on independent energy storage projects from time to time.

  The Development and Reform Commission of the autonomous region will work with relevant parties to promote the implementation of the above policies and measures to create a favorable environment for the development of energy storage and maximize the comprehensive utility of energy storage.
